been sent in to the Industrial Commissioner and have been refused, not because the papers have not been in order, but because the applicants had previously been quarrying stone it is alleged illegally. Inasmuch as every single individual connected with the limestone industry has previously quarried and would, in terms of this ruling, be debarred from receiving a permit, it is useless to send in further applications, and the Green Island Company are confronted with an impasse, it being obviously absurd to make application through Chinese engaged in other industries who are totally ignorant of quarrying.

His Majesty's Government and the Goverment of Hongkong consider that the situation thus created is an impossible one and, as the Kuangtung Government, despite recommendatione from Peking, showed no disposition to assist in determining it, they were reluctantly forced to the conclusion that such indisposition could only be attributed to a lack of friendly feeling.

It was with a view to arranging some satisfactory modus vivendi that Mr. Jamieson sought the recent joint interview and appealed to the Tutu to use his influence to that end.

The letter now under acknowledgment offers as a solution an arrangement with the Industrial Commissioner for the purchase of the stone seized, but says nothing as to how the. Green Isladny Company's outstanding contracts, amounting to 190,000 tons are to be fulfilled, nor does it touch on the matter of

future supplies..

The Company's local agent will call on Mr. Kuan to- -morrow to discuss the question, but in the meantime Mr. Jamieson would once more earnestly invoke the good offices of the Tutu and the Chiao She Ssu in the matter of bringing the strongest possible

influence to bear with a view to arriving at a permanently satis-

-factory settlement.
